  212.      The economy is heavily dependent on aid from New Zealand. Government
  213.      expenditures regularly exceed revenues, with the shortfall made up by
  214.      grants from New Zealand - the grants are used to pay wages to public
  215.      employees. The agricultural sector consists mainly of subsistence
  216.      gardening, although some cash crops are grown for export. Industry
  217.      consists primarily of small factories to process passion fruit, lime
  218.      oil, honey, and coconut cream. The sale of postage stamps to foreign
  219.      collectors is an important source of revenue. The island in recent
  220.      years has suffered a serious loss of population because of migration
  221.      of Niueans to New Zealand.
